대만일치시기

대만일치시기(중국어 정체자: 臺灣日治時期) 또는 일본 통치 시대의 대만(일본어: 日本統治時代の台湾 니혼토치지다이노다이완^[*])은 청일 전쟁의 패전으로 청나라가 자국의 영토였던 대만을 일본 제국에 할양한 1895년 4월 17일부터 제2차 세계 대전 종전 이후인 1945년 10월 25일 해방될 때까지의 50년 간을 가리킨다. 현재, 중화민국을 비롯한 중화권에서는 일본시대(日本時代), 일치시대(日治時代), 일거시대(日據時代), 일본통치시기(日本統治時期), 일본식민시기(日本殖民時期) 등으로 표현하기도 한다.

대만민주국 건국과 항일 무장 투쟁

1895년에 청일 전쟁의 패배가 결정적으로 확정된 청나라는, 4월 17일에 일본 제국에 항복의 의미로서 시모노세키 조약을 체결하고 일본이 대만을 정복하는 것에 체념한다. 이로써 일본 통치 시대의 대만이 시작됐고 일본은 (대만섬과 풍고제도) 할양을 승인했다. 1910년 일본에 합병한 조선(대한제국)보다 일찍 대만은 일본에 편입됐다.

대만에 사는 청나라 관리와 중국계 이민자 일부가 청나라의 판단에 반발해 대만민주국을 만들고 일본에 할양에 저항했다. 그러나 일본군이 타이베이로 진군을 시작하면서 용병을 주체로 조직된 대만민주국군은 순식간에 패배했고 대만민주국은 멸망했다. 대한제국 황실은 일본제국 황실과 합병했기 때문에 조선 고종의 아들을 천황의 딸과 결혼시킨 일본 제국은 명목상으로 조선은 근대화된 일본의 기본 법치로 일본인과 동등한 법의 대우를 받았지만 대만의 경우 일제의 근대화된 법치가 작동하지 않는 중국식 봉건제도처럼 운영돼 조선보다 대만에 대한 일제 통치는 훨씬 가혹했다.

1915년의 타파니 사건을 마지막으로, 한족에 의한 무장 항일 투쟁은 끝났다.

현지 주민의 활동

1914년, 타이중 무봉의 저명한 임헌당은 이타가키 다이스케에게 부탁하여 재대 일본인과 동등한 권리를 요구한 대만 동화당을 설립했다. 하지만 이타가키가 대만섬을 떠나면서, 대만총독부의 일본군에 의해 강제 해산되었다.

그 뒤에 대만총독부를 인정한 63법의 철폐를 요구하면서 계발회가 해산 뒤에는 대만인들은 신민회로 결성했다. 지식인 계급 사이에서는 “63법 철폐는 봉건제도의 법치이며 대만의 특수성을 부정하게 된다.”라고 하는 비판이 나오기 시작하면서, 대만에 의회 설립을 요구하는 독립운동인 대만 의회 설립 운동이 시작되었다. 1921년, 제1회 대만 의회 설립 청원서를 일본 제국 의회에 제출하면서 이후 13년 동안 15회에 걸쳐서 계속적으로 제출했으나 묵살되었다.

1921년에는 “대만 문화를 보급한다.”라는 목적으로, 임헌당을 중심으로 한 대만 문화 협회가 설립되었다. 일제의 수탈과 강제 노동이 일어나는 대만에서 대만 문화 협회는, 각지에서 강연회나 영화 상영 등을 실시했고 대중 계몽 운동을 전개했다. 심각한 일제의 탄압 아래에서 1927년에 좌파가 협회의 주도권을 잡으면서, 우파는 대거 탈퇴했다. 결국 대만에 있던 독립 운동은 분열했다. 결국 대만 문화 협회는 대만 공산당이 대거 존재하게 되었고 대만 공산당이 일본제국에 의해 검거된 것과 동시에 대만 문화 협회도 전부 체포되었다.

대만 문화 협회에서 대거 탈퇴한 우파는 1927년에 대만민중당을 결성했다. 그러나 대만 민중당도 좌경화되면서부터는 1937년, 일본 통치 시기의 대만에 남아 있던 마지막 단체인 지방자치연맹이 일제의 탄압을 받고 해산하면서 “중국인”에 의한 간접적 독립 운동은 사라졌다. 그 다음부터 대만총독부가 “황민화” 정책을 추진하였다.
