김창제는 만세 시위가 갈수록 폭력적으로 변해가는 점을 지적하였다. [[김창제]]는 자신이 3.1 운동에 참여할 수 없는 이유를 설명한 뒤, 다수의 생각, 다수의 선택이 반드시 올바른 선택은 아니라는 견해를 피력하였다. 아울러 [[김창제]]는 다수의 선택이 무조건 올바른 선택이고 [[민주주의]]라고 해석하는 것을 반대했다. [[윤치호]]는 그의 견해에 적극 공감하였다.
