Special Meeting on Youth

Article 12 of the Framework Act on Juveniles (Opening of Special Youth Meetings)

1 The State shall hold a special youth meeting every year in which experts in the youth field and youths participate in the establishment, implementation and inspection of the pan-governmental youth policy tasks.

2 Detailed matters, such as the subject of special youth meetings and the method of operation, shall be prescribed by Presidential Decree.

Based on Article 12 of the Framework Act on Youth, youth representatives from 17 cities and provinces across the country and experts in the field of youth work together to discover youth policy tasks and propose them to the government.

The Presidential Special Committee on Youth, a committee established by the Participatory Government in 2004, was the beginning. By using WithYouth, which was used as a brand name at the time, a special youth meeting was planned to be organized, with members of the special youth committee at the center, and an expanded special youth meeting was held as a pilot project with additional youth and youth officials. It was proposed that the implementation be regularized once a year, and in April 2005, it was reorganized into a special meeting for youth organized in the form of a council, reaching the present. Currently, the Ministry of Gender Equality and Family and the Korea Youth Activity Promotion Agency run the business.

Since its launch, the Special Youth Council has proposed a total of 470 policy tasks, of which 416 were accepted (88.5%) and promoted as government policies.

WithYouth is currently using it as a pan-Youth Participation Portal brand, including a special youth conference.

Purpose of business

Youth and youth experts participate together to discover and reflect the policy tasks desired by youth from the perspective of youth.

2012 U.N. Public Administration Award

In 2012, the Ministry of Gender Equality and Family was awarded the 'Public Service Awards' by the UN in recognition of its excellence and effectiveness in the establishment and operation of youth participation organizations in the establishment of youth policies in the Republic of Korea.

Proposal for 'Installation of Centralized Youth Activity Safety Organization' in 2014

In 2014, the 10th Special Meeting on Youths proposed the establishment and operation of the National Youth Safety Organization (tentative name) under the policy agenda of 'safe future, youth rights and participation', and the Ministry of Gender Equality and Family actively accepted the proposal and set up the 'Youth Living War Center', an organization dedicated to preventing and systematically responding to juvenile activity safety accidents, in 2015.

청소년 특별회의

청소년 기본법 제12조(청소년특별회의의 개최)

① 국가는 범정부적 차원의 청소년정책과제의 설정·추진 및 점검을 위하여 청소년 분야의 전문가와 청소년이 참여하는 청소년특별회의를 해마다 개최하여야 한다.

② 청소년특별회의의 참석대상·운영방법 등 세부적인 사항은 대통령령으로 정한다.

• 청소년 기본법 제 12조에 근거하여 전국 17개 시도의 청소년 대표 및 청소년분야 전문가들이 함께 청소년의 시각에서 청소년 정책과제를 발굴하여 정부에 제안하는 청소년 참여기구이다.
• 2004년 참여정부 공약으로, 설치된 위원회인 대통령 청소년특별위원회가 그 시초이다. 당시 여기서 브랜드명으로 활용했던 WithYouth를 활용하여 청소년특별회의를 구성할 것을 계획하여 청소년특별위원회 위원이 중심이 되어 추진위원회를 구성, 청소년 및 청소년계 관계자들을 추가로 하여 확대된 청소년특별회의를 시범사업으로 개최하였다. 여기서 연 1회 시행을 정례화할 것을 제안하여, 2005년 4월 의회형식으로 구성된 청소년특별회의로 개편하여 현재에 이른다. 현재는 여성가족부, 한국청소년활동진흥원에서 사업을 운영하고 있다.

• 청소년특별회의는 출범 이후 총 470개의 정책과제를 제안, 이중 416개 정책과제가 수용(88.5%)되어 정부 정책으로 추진되었다.

• 현재 WithYouth는 청소년특별회의를 포함 범 청소년 참여포탈 브랜드로 사용 중이다.

청소년 및 청소년 분야 전문가가 함께 참여하여, 청소년의 시각에서 청소년이 바라는 정책과제를 발굴하여 정부 정책에 반영한다.

2012년 'UN 공공행정상' 수상

2012년 여성가족부는 대한민국 청소년정책 수립에서의 청소년 참여기구 설치 및 운영에 있어 그 우수성과 실효성을 인정 받아 UN으로부터 '공공행정상 (PSA : Public Service Awards)' 을 수상받았다. [1]

2014년 '중앙 단위의 청소년활동 안전 기구 설치' 제안

2014년 제 10회 청소년특별회의는 '안전한 미래, 청소년의 권리와 참여로'라는 정책 의제를 두고 '가칭) 국립중앙청소년안전기구 설치 및 운영'을 제안하였고, 여성가족부는 이를 적극 수용하여 2015년 청소년활동 안전사고 예방과 체계적 대응을 위한 전담기구인 '청소년활동안전센터'를 설치하였다. [2]
